About Census Online

Census Online is an online service for responding to the 2025 Census operated by the Statistic Bureau at the Ministry of Internal Affairs and Communications. You can enter your responses at any time 24 hours a day during the online response acceptance period.
If system maintenance is required, you will be notified via Census Online or another method.

Supported usage environments

    The following environment is recommended for using Census Online.
    If you access the service from another environment, the message "We are sorry, but this service is not available with your usage environment." may be displayed.

Cautions for use
Survey flow

The Census asks about all the people who usually live at your home.
Be sure to fill in all the fields as you will not be able to send the responses if there are any blank fields.
The following explains the major screens of Census Online and their flows.

  • Site top screen

    This is the first screen displayed when using Census Online. Click the [Start responding] button to start answering.

  • "Login" screen

    The user information is printed on the "User's Guide to the 2025 Census Online" enclosed in the "survey documents envelope" distributed by surveyors.
    Enter the information and click the [Log in] button.

  • "Start" screen

    This is the screen for checking precautions before starting to enter your responses.
    To start entering your responses, press the [Start entering] button.

  • "Answer entry" screen

    This is the electronic survey form screen where you respond to survey items.
    Responses are entered for all household members per survey item. When one survey item has been completed, you proceed to the next page.
    The "Confirmation" screen is displayed before sending the responses.

    You can enter your answers 24 hours a day during the online response acceptance period.

  • "Telephone number/address entry" screen

    On this screen, please enter your telephone number and address. Your telephone number is used only to ask you questions regarding the information provided in your responses. Your address is used for purposes such as confirming the survey region used in tabulation.

    The telephone number and address you enter is carefully managed, the same as your response data, and it will not be used for any reason other than that related to the Census. Also, it is promptly erased after the required period.

  • "Confirmation" screen

    This is the screen for confirming information entered.

  • "Set and send password" screen (when sending initial answers)

    This is the screen for setting a password and sending responses.

    Please set a Password yourself before sending your responses.

    The password must use both half-width letters and numbers, and it must between 8 and 32 characters.

    The half-width letters used for the Password are case-sensitive, and any of 25 symbols ( ) # $ - = ? @ [ ] _ ! " % & ' * + , . / : ; < > can also be used.

  • "Confirm sending of responses" screen

    This is the screen for sending responses.

  • "Census response completed" screen

    This is the screen for confirming whether results were accepted.

  • "Answer status confirmation" screen (only if responses have already been sent)

    This is the screen for confirming response status.
    This screen is displayed when you log in again after responses have been sent. It is not displayed if the survey has not yet been completed.
    When the response data has been accepted, the login ID, response date and time, and previous log in date and time will be displayed.
    If you click the [Change response data] button, the response screen will be displayed to change the response data.

  • "Email address registration" screen

    This is the screen for registering an email address to enable your password to be reset if you forget it.
    The [Register email address] button on the "Census response completed" or "Response status confirmation" screen enables you to change the email address.
    After entering your email address, click the [Send authentication code] button. An email containing an authentication code will be sent to the email address you entered.

    The email address you enter is carefully managed, the same as your answer data, and it will not be used for any reason other than that related to the Census. Also, it is promptly erased after the required period.

  • After entering the authentication code, click the [Register] button to register your email address.

  • "Email address change" screen (only if an email address is already registered)

    This is the screen for changing your email address.
    The [Change email address] button on the "Census response completed" or "Response status confirmation" screen enables you to change the email address.
    When you press the [Send authentication code] button after entering the changed email address, an email containing an authentication code will be sent to the email address you entered.

    The email address you enter is carefully managed, the same as your answer data, and it will not be used for any reason other than that related to the Census. Also, it is promptly erased after the required period.

  • After entering the authentication code in the email, click the [Change] button to change your email address.

  • "Password change" screen

    This is the screen for changing the password you set.
    Clicking the [Change of password] button on the "Response status confirmation" screen allows you to change your password.
    Click the [Change your password] button to change your password. When logging in the next time, please use your new password.

  • "Password reset" screen (only if an email address is registered)

    This is the screen for resetting your password if you have forgotten the password you set.

    You can reset your password from "Click here if you have forgotten your password" on the "Password entry" screen.

    After entering the registered email address, click the [Send authentication code] button. An email containing an authentication code will be sent to the email address you entered.

    After entering the authentication code contained in the email, click the [Authentication] button.

    After authentication, you can reset your password by entering a new password and clicking the [Reset your password] button.

Frequently asked questions
1. How to log in
Q.If you do not know how to log in.
A.

Display the login screen with the [Start responding] button of Census Online, then enter the login ID and access key printed on the User's Guide to the 2025 Census Online to log in.
User's Guide to the 2025 Census Online is included with the survey documents distributed by surveyors in late September.
* If accessing from the login QR code, the login ID and access key are automatically entered; therefore, they do not need to be entered manually.

Q.When I press the [Start responding] button, the message "We are sorry, but this service is not available with your usage environment." is displayed and I cannot log in.
A.

Depending on the type and settings of your terminal, the QR code scanning application or SNS application you accessed, a "We are sorry, but this service is not available with your usage environment" notification may be displayed.
Please access Census Online again from the environment listed in the supported usage environment.

Q.If you cannot log in after entering your login ID (access key).
A.

Please make sure you did not enter your login ID incorrectly. Login ID (access key) entry is made with half-width characters, and letters are lower case. Note the difference between full-width and half-width characters, especially with smartphones.
If login fails several times consecutively, login will be restricted for approximately 10 minutes. Please log in again later.

Q.There is no field for entering the access key.
A.

The field for entering the access key is displayed after entering the login ID and pressing the [Next] button.
If you log in again after sending responses, the field for entering the access key will not be displayed, but the field for entering the password will be displayed.

Q.You do not have a "User's Guide to the 2025 Census Online" (or you lost it and want a new one to be issued).
A.

The User's Guide to the 2025 Census Online is included with the survey documents distributed. If the User's Guide to the 2025 Census Online is not included in the envelope, please contact your local municipality.
The User's Guide to the 2025 Census Online usually cannot be reissued. If you lose it, please respond by paper survey form.

2. Functions and operations
Q.If you cannot proceed to the next screen even after clicking the [Next] button.
A.

You cannot proceed to the next screen if there are errors such as omissions. Check the red error message displayed on the screen, change the response, and then try again.
If an error message is not displayed, there may be a problem related to your usage environment or other software. Please use another browser or device, or submit a paper survey form.

Q.The householder is residing at a job transfer location not accompanied by family, but the message "You have not selected the householder or representative of household. Select one person as the householder or representative of household." was displayed. How should we respond?
A.

Designate someone remaining at the home as the householder or representative of household, and select the other household members based on their relationship to that member.

Q.Sometimes there are household members for which a question is not displayed or questions that are not displayed.
A.

The content of the response to a question may result in subsequent questions not needing a response. In that case, only questions or household members for which responses are needed will be displayed.
If an incorrect response to the previous question causes a question to not be displayed, please return to the previous question and modify it. That will enable the question to be displayed.

Q.Can the content of responses be confirmed and corrected?
A.

The content of responses can be confirmed and corrected by logging in again using the "Login ID" printed on the "User's Guide to the 2025 Census Online" and the "Password" you set yourself when sending responses.

Q.I cannot set a password.
A.

The password must be between 8 and 32 characters long and consist of half-width letters and numbers.
Note that the password cannot be the same as the login ID.

Q.I forgot (or lost) my password. Please tell me my password.
A.

To ensure strict security, the system is designed to not allow the password to be known by anyone other than the person who set it.
If you register an email address, you will be able to reset your password from "Click here if you have forgotten your password" on the password entry screen even if you have forgotten it.
If you have not registered an email address but need to correct your responses, please fill out a paper survey form and submit it by mail or to the surveyor.

Q.Can I change the password I set?
A.

You can change your password from the [Change of password] button on the screen displayed when you log in again.

Q.I cannot return to the response entry screen from the help screen.
A.

If you are using a computer, the help screen is displayed in a separate tab (or window) from the response entry screen. You can return to the response entry screen by selecting the other tab.
If you are using a smartphone or tablet device, you can press the [x] button displayed on the top right of the help screen to return to the response entry screen.

3. How to answer
Q.How many people can respond online?
A.

Up to 19 people per household can answer.
To answer for more than 19 people, you will need to respond by paper survey form. Please contact your local municipality if you need more paper survey forms.

Q.Two households live together, but only one "User's Guide to the 2025 Census Online" was delivered. How should we respond?
A.

One household may respond per "Users Guide to the 2025 Census Online".
Please contact your local municipality for another paper survey form.

Q.I received two copies of User's Guide to the 2025 Census Online. Which one should I use?
A.

If one household received two copies of User's Guide to the 2025 Census Online, you can use either copy of User's Guide to the 2025 Census Online to respond. Please contact your local municipality to inform them that you are one household.
If two households received two copies of User's Guide to the 2025 Census Online, each household should use one copy of User's Guide to the 2025 Census Online to respond. It does not matter which ID is used for each household.

Q.Is someone who is an in-patient at a hospital included as a household member?
A.

If someone has been an in-patient at a hospital for three months or more as of October 1 (Wednesday), regardless of status in the resident register, that person will be surveyed at the hospital and is not included as a household member.
If the householder is an in-patient at a hospital for three months or more, someone remaining at the home should be designated as the householder or representative of household.
If someone has been an in-patient at a hospital for less than three months as of October 1 (Wednesday), that person is included as a household member.

Q.Is someone residing a home for the elderly included as a household member?
A.

If someone has been residing away from home for three months or more or will be residing away from home for three months or more as of October 1 (Wednesday), regardless of status in the resident register, that person will be surveyed at a location other than at home and is not included as a household member.
If the period residing away from home is less than three months or it is unknown whether the period will be three months or more as of October 1 (Wednesday), the person is included as a household member.
If the householder is residing away from home for three months or more, someone remaining at the home should be designated "Head or representative of household".

Q.Do students living alone or someone residing at a job transfer location not accompanied by family need to respond?
A.

If someone has been residing away from home for three months or more or will be residing away from home for three months or more as of October 1 (Wednesday), regardless of status in the resident register, that person must respond at that location as a separate household.
If temporary residence for less than three months, that person is included in the household at home and does not need to respond separately. In such a case, please contact a surveyor or your local municipality.

Q.Survey documents were delivered to a place where I usually do not live, an empty house, office, etc. Do I have to respond?
A.

Please respond at one place where you usually live regardless of status in the resident register. If survey documents were delivered to a place where you usually do not live, please contact your local municipality.

Q.Where will I be surveyed if I will have moved as of 12 midnight on October 1 (Wednesday)?
A.

You will be surveyed at the place you move to in this case. Please notify the local municipality at your current address (address before you move) that you will be moving.

4. Security
Q.Can I be sure that the information provided in responses online cannot be viewed by others? (Please tell me about security.)
A.

Internet communications are encrypted using SSL/TLS. Response data is encrypted and strictly managed through measures such as the installation of the latest anti-intrusion devices and 24-hour monitoring, so there is no need to be concerned.

Terms of use

In order to use Census Online (hereinafter, "the system") to answer the Census, you must agree to all of the following terms of use. Users of this system are assumed to have agreed to the following terms of use.

Purpose

Article 1.These terms of use are for prescribing the items that users of this system must agree to regarding the use of this system operated by the Ministry of Internal Affairs and Communications.

Definitions

Article 2.The meanings of terminology used in these terms of use are as shown in the following items.

  • A."Census Online" means the information system for accepting and processing via the Internet answers of the 2025 Census implemented by the Statistic Bureau, Ministry of Internal Affairs and Communications.
  • B."System user" means a person who uses this system to answer the Census.
  • C."Login ID" means a preset string of characters for identifying a system user.
  • D."Access key" means a preset string of characters for authentication when a system user answers.
  • E."Password" means a string of characters set by the system user himself/herself that is used for protection of the response information and for authentication when the system user modifies the answer content.
System user responsibilities

Article 3.The system user shall use this system following the onscreen instructions at his/her own responsibility and judgment upon agreeing to these terms of use.

2.The system user shall bear the costs for equipment necessary for the system user to use this system (including those related to software and means of communication), communication costs, and any other costs related to the use of this system.

System operation

Article 4.This system obtains information from the statistical survey responses as well as by the system performing the following operations (1) to (3).

  • (1)Automatically collecting information on the system user IP address, type of browser, and device operating system.
  • (2)Using cookies (information sent to the system user's browser from this system and stored on the system users computer in order for the system to identify the system user).
  • (3)Requesting entry of a login ID, access key, etc. in order to identify the login.
Intellectual property regarding this system

Article 5.Intellectual property, including copyrights related to all programs and other works this system provides to the system user, belongs to the Ministry of Internal Affairs and Communications unless stipulated otherwise.

2.The system user shall handle as listed in the following items the programs and all other works this system provides to the user when using this system.

  • A.Use only for the purpose of using this system in accordance with these terms of use.
  • B.Do not duplicate, modify, edit, distribute, etc. or reverse engineer.
  • C.Do not lend, transfer, or set collateral to third parties, whether the intent is to make a profit or not.
  • D.Do not delete or change copyright marks or trademark marks that this system or the Ministry of Internal Affairs and Communications displays.
Usage time and suspension of use, etc.

Article 6.Usage time of this system shall in general be 24 hours a day, every day during the Census online answer acceptance period.

2.The Ministry of Internal Affairs and Communications shall be able to limit the use of this system by system users when system use is particularly heavy.

3.The Ministry of Internal Affairs and Communications shall be able to suspend, stop, or interrupt the use of this system if it is deemed to fall under any of the following items:

  • A.Maintenance or inspection is scheduled for devices this system is composed of.
  • B.This system suffers major damage due to natural disaster, accident, etc.
  • C.The Ministry of Internal Affairs and Communications determines it is necessary to suspend, stop, or interrupt the use of this system for reasons in addition to those listed in the preceding items.
Prohibitions, restriction of use

Article 7.The system user shall not perform the acts listed in the following items when using this system.

  • A.Use this system for purposes other than responding to the Census and its ancillary questionnaire.
  • B.Access this system without authorization.
  • C.Intentionally disrupt the administration and operation of this system.
  • D.Intentionally send virus-infected files to this system.
  • E.Perform any acts in addition to those listed in the preceding items that will obstruct or might obstruct operation of this system.

2.The Ministry of Internal Affairs and Communications shall be able to suspend or limit the use of this system by the system user without prior notice if it determines that the system user has performed or might perform any of the acts listed in the preceding items.

Disclaimers

Article 8.The Ministry of Internal Affairs and Communications shall bear no responsibility whatsoever for damages to the system user or damages that the system user causes to third parties occurring as a result of the use of this system by the system user, except in cases where damages are caused by the intentional or gross negligence of the Ministry of Internal Affairs and Communications.

2.Regardless of Article 8-1, if the legal relationship between the Ministry of Internal Affairs and Communications and user corresponds to a consumer contract as stipulated in the Consumer Contract Act, the Ministry of Internal Affairs and Communications shall only be responsible for the compensation of damages caused by the negligence (excluding gross negligence) of the Ministry of Internal Affairs and Communications, limited to damages within the normal and direct scope of actual damages to the user or a third party.

Revision of terms of use

Article 9.The Ministry of Internal Affairs and Communications shall be able to revise these terms of use in any of the following cases.

  • A.When the changes to these terms of use are compatible with the general interest of users
  • B.When the revisions to these terms of use are not contrary to the purpose of the legal relationship between the Ministry of Internal Affairs and Communications and users, and are reasonable in line with the necessity of the changes, the appropriateness of these terms of use after change, the details of the changes, and the circumstances regarding other changes

2.When the Ministry of Internal Affairs and Communications plans to revise these terms of use, it shall post notification thereof on this system stating that these terms of use will be changed, detailing the content of the revised terms of use, and indicating when the revised terms of use shall come into effect, at least seven days in advance of the revised terms of use coming into effect, except in an emergency.

3.Users are assumed to have agreed to the revised terms of use when using this system after these terms of use are revised.

Governing law

Article 10.Japanese law shall be applied to these terms of use.

Consultation

Article 11.In the event of unresolved doubt about the terms and conditions of the Terms of Use, the Ministry of Internal Affairs and Communications and the system user shall negotiate in an amicable manner to bring about a settlement.

Supplementary provisions

These terms of use shall come into effect as of September 20, 2025 (Saturday).

To make safe communication
Encryption by SSL/TLS

In general, there is a risk with the Internet that the transmitted data and its content can be accessed by malicious third parties. Therefore, the following important information should be transmitted and received securely and safely on the Internet:

With Census Online, the information being exchanged on the communication path is encrypted by SSL/TLS in order to prevent it from being accessed by malicious third parties, etc., thereby enabling safe communication.

Differentiating SSL/TLS pages

Pages on the Internet using SSL/TLS have an address starting with "https://" instead of "http://" and a lock mark is displayed.

Encryption by SSL/TLS is achieved as described below.

Server certificate warning

Depending on the browser used, inability to confirm "whether the certificate was issued by a trusted certificate authority" noted above will result in a warning message like that below being displayed.
This is caused by the self-signed certificate of DigiCert issuing the "server certificate" (called a "Certificate for safe communication" with this system) is not registered to the browser.

Server certificate confirmation

The "server certificate" issued by DigiCert for Census Online can be confirmed by double-clicking or clicking the lock mark for your browser.
The "server certificate" is sent from the website accessed when performing encrypted communication by SSL/TLS. By confirming this, the site accessed can be confirmed to be Census Online.
The issuer of Census Online's "server certificate" is "DigiCert SHA2 Extended Validation Server CA".

DigiCert (certificate authority)

DigiCert (certification authority) is the certificate authority that issues "server certificate" and "code signing certificate". For details, see the DigiCert (certificate authority) page.
Census Online uses a "server certificate" issued by DigiCert (certificate authority).

Certificate for safe communication

In order for a "server certificate" to be confirmed as being issued by a trusted certificate authority, the self-signed certificate (certificate for safe communication) of the certificate authority that issued the "server certificate" must be registered to the browser. Census Online uses a "server certificate" issued by DigiCert (certificate authority); therefore, DigiCert's "Certificate for safe communication" must be registered to the browser.

Protection of response information
Basic concept

The Statistics Act (Act No. 53 of 2007) stipulates that the national administrative organ or local public entity conducting a statistical survey must take measures necessary for managing statistical information related to the statistical survey in an appropriate manner.
Data for answers made using this system shall be managed in an appropriate manner based on this provision. Specifically, the following measures shall be taken at the "communication encryption", "server, etc. administration", "Census Online", and "Census official certification" stages.

Communication encryption

All communication from the computer, tablet, or other device sending responses to this system is encrypted.

Server, etc. administration

The servers, etc. of this system are set up in a strictly administered data center and monitored 24 hours a day for intrusion and other unauthorized access.
Response data is stored on this system, but a structure is in place whereby the answer data cannot be obtained or viewed via the Internet, even by the respondent, after a certain period of time. Also, after the Statistics Bureau of the Ministry of Internal Affairs and Communications obtains the data for tabulation processing, it is completely erased from the server so that it cannot be restored.

Census official certification

Only Census officials are authorized to access responses.
Such officials must have an individual-specific ID and password in order to access this system.
Whether or not one is an authorized official is confirmed by individual-specific ID and password.

Relation to Personal Information Protection Law

Personal information collected in statistical surveys based on the Statistics Act, including in census surveys, is not protected by the Personal Information Protection Law, due to the following reasons.
