In order to use Census Online (hereinafter, "the system") to answer the Census, you must agree to all of the following terms of use. Users of this system are assumed to have agreed to the following terms of use.
Purpose
Article 1.These terms of use are for prescribing the items that users of this system must agree to regarding the use of this system operated by the Ministry of Internal Affairs and Communications.
Definitions
Article 2.The meanings of terminology used in these terms of use are as shown in the following items.
- A."Census Online" means the information system for accepting and processing via the Internet answers of the 2025 Census implemented by the Statistic Bureau, Ministry of Internal Affairs and Communications.
- B."System user" means a person who uses this system to answer the Census.
- C."Login ID" means a preset string of characters for identifying a system user.
- D."Access key" means a preset string of characters for authentication when a system user answers.
- E."Password" means a string of characters set by the system user himself/herself that is used for protection of the response information and for authentication when the system user modifies the answer content.
System user responsibilities
Article 3.The system user shall use this system following the onscreen instructions at his/her own responsibility and judgment upon agreeing to these terms of use.
2.The system user shall bear the costs for equipment necessary for the system user to use this system (including those related to software and means of communication), communication costs, and any other costs related to the use of this system.
System operation
Article 4.This system obtains information from the statistical survey responses as well as by the system performing the following operations (1) to (3).
- (1)Automatically collecting information on the system user IP address, type of browser, and device operating system.
- (2)Using cookies (information sent to the system user's browser from this system and stored on the system users computer in order for the system to identify the system user).
- (3)Requesting entry of a login ID, access key, etc. in order to identify the login.
Intellectual property regarding this system
Article 5.Intellectual property, including copyrights related to all programs and other works this system provides to the system user, belongs to the Ministry of Internal Affairs and Communications unless stipulated otherwise.
2.The system user shall handle as listed in the following items the programs and all other works this system provides to the user when using this system.
- A.Use only for the purpose of using this system in accordance with these terms of use.
- B.Do not duplicate, modify, edit, distribute, etc. or reverse engineer.
- C.Do not lend, transfer, or set collateral to third parties, whether the intent is to make a profit or not.
- D.Do not delete or change copyright marks or trademark marks that this system or the Ministry of Internal Affairs and Communications displays.
Usage time and suspension of use, etc.
Article 6.Usage time of this system shall in general be 24 hours a day, every day during the Census online answer acceptance period.
2.The Ministry of Internal Affairs and Communications shall be able to limit the use of this system by system users when system use is particularly heavy.
3.The Ministry of Internal Affairs and Communications shall be able to suspend, stop, or interrupt the use of this system if it is deemed to fall under any of the following items:
- A.Maintenance or inspection is scheduled for devices this system is composed of.
- B.This system suffers major damage due to natural disaster, accident, etc.
- C.The Ministry of Internal Affairs and Communications determines it is necessary to suspend, stop, or interrupt the use of this system for reasons in addition to those listed in the preceding items.
Prohibitions, restriction of use
Article 7.The system user shall not perform the acts listed in the following items when using this system.
- A.Use this system for purposes other than responding to the Census and its ancillary questionnaire.
- B.Access this system without authorization.
- C.Intentionally disrupt the administration and operation of this system.
- D.Intentionally send virus-infected files to this system.
- E.Perform any acts in addition to those listed in the preceding items that will obstruct or might obstruct operation of this system.
2.The Ministry of Internal Affairs and Communications shall be able to suspend or limit the use of this system by the system user without prior notice if it determines that the system user has performed or might perform any of the acts listed in the preceding items.
Disclaimers
Article 8.The Ministry of Internal Affairs and Communications shall bear no responsibility whatsoever for damages to the system user or damages that the system user causes to third parties occurring as a result of the use of this system by the system user, except in cases where damages are caused by the intentional or gross negligence of the Ministry of Internal Affairs and Communications.
2.Regardless of Article 8-1, if the legal relationship between the Ministry of Internal Affairs and Communications and user corresponds to a consumer contract as stipulated in the Consumer Contract Act, the Ministry of Internal Affairs and Communications shall only be responsible for the compensation of damages caused by the negligence (excluding gross negligence) of the Ministry of Internal Affairs and Communications, limited to damages within the normal and direct scope of actual damages to the user or a third party.
Revision of terms of use
Article 9.The Ministry of Internal Affairs and Communications shall be able to revise these terms of use in any of the following cases.
- A.When the changes to these terms of use are compatible with the general interest of users
- B.When the revisions to these terms of use are not contrary to the purpose of the legal relationship between the Ministry of Internal Affairs and Communications and users, and are reasonable in line with the necessity of the changes, the appropriateness of these terms of use after change, the details of the changes, and the circumstances regarding other changes
2.When the Ministry of Internal Affairs and Communications plans to revise these terms of use, it shall post notification thereof on this system stating that these terms of use will be changed, detailing the content of the revised terms of use, and indicating when the revised terms of use shall come into effect, at least seven days in advance of the revised terms of use coming into effect, except in an emergency.
3.Users are assumed to have agreed to the revised terms of use when using this system after these terms of use are revised.
Governing law
Article 10.Japanese law shall be applied to these terms of use.
Consultation
Article 11.In the event of unresolved doubt about the terms and conditions of the Terms of Use, the Ministry of Internal Affairs and Communications and the system user shall negotiate in an amicable manner to bring about a settlement.
Supplementary provisions
These terms of use shall come into effect as of September 20, 2025 (Saturday).
